MAIN INCENTIVES AND BARRIERS TO EFFECTIVENESS OF GOVERNANCE IN BRAZILIAN SCIENCE AND TECHNOLOGY PARKS

Studies on Technological Science Parks [STPs] in operation in the world are congruent in the primary strategies of economic growth and secondary objectives of economic development. The research investigated barriers and incentives for the effectiveness of governance in Brazilian STPs. Key effectiveness criteria (trust, number of participants, consensus on the objectives and essential competences of integrated management) in opposition to the governance typology in interorganizational networks generate the recommendation that managers in a network with shared governance establish an administrative organization of trilateral Network Administrative Organization (tNOA) oriented to specific network governance activities. Diverging from these guidelines, Brazilian STPs (a) aren’t a set of multilateral arrangements and interdependence agreements between the company and stakeholders; (b) don’t have a shared governance, (c) don’t guarantee value generation in a balanced way between the market view and the social view. Possible causes found: the heterogeneity of characteristics among the organizations that make up the STP, the lack of consensus on common objectives, pressure forces and influences that affect relationships of trust, non-compliance with standards. It is recommended that strategic decision makers and managers avoid criteria such as mimicry, copying without adapting others’ models and personal preferences, which limit the effectiveness of the results.
